Consumer awareness campaign held

BOMDILA, Dec 19: In the wake of grievances of consumers ever day life, the Department of Legal Metrology & Consumer affairs organized awareness campaign and exhibition at Nafra on Dec 17 and Bhalukpong on Dec 12 last.

Suraj Gurung, EAC Nafra said that quality should never be compromised and consumer should not be allured by the sweet words of sellers. He told the people that this kind of campaign is of great value where the mass is ignorant while eulogizing the task of the department.

On the occasion, ZPM Miali Sangchoju also advocated the exhibition and said it will enhance the ignorant people to know about their rights to protect themselves from being cheated.

Addressing the public, D Ghos, Assistant Controller besides highlighting the aims and objectives of the exhibition he made the people well acquainted with important acts like Consumer Protection Act 1986 and other acts too.

Legal Metrology Inspector, Tasso Gurro displaying charts, pictures and necessary products with the help of volunteer students explained about types of commodities, brands, durability, quality standardization of products, methods of testing goods purity engulfing all sorts of essential products of everyday life and needs.

Huge number of public, shopkeepers, traders Gaon buras, Panchayat leaders and students attended the exhibition with great enthusiasm.

While gracing the occasion, Rijjum Rakshap, EAC overwhelmed with the huge participation of public and students expressed his gratitude to the department at Bhalukpong. He urged the people to ensure that they are not being cheated and if be need, one can lodge a complaint in his office against any shopkeeper or trader instead of going to headquarter where the concern office is located.  

 

Training under Kishori Shakti Yojana

ROING, Dec 19:  A day long block level orientation training under Kishori Shakti Yojana (KSY) was held on Wednesday to create awareness among the adolescent girls in the age group of 11-18 years.

The training was organized by the department of Women and Child Development, Roing under ICDS Project.

Officials representing various government departments  from health, rural development participated besides gathering of  AWWs, AWHs and Mahila Mandals.

Nelo Umbrey, Child Development Project Officer (CDPO) spoke on the aims and objectives of the scheme.

It was followed by presentation on issues of ‘Adolescent girls a crucial phase in the life women’ and ‘Women Empowerment programme’ and ‘formation of SHG.’

Representating Medical Department, Dr Rehman delivered speech on health and hygiene, nutrition and family welfare, home management and child care and to take all necessary measures as to facilitate their marrying age only after attaining at the age of 18 yrs.

He also emphasized on eradicating use of drugs especially opium among youths for a healthy society.

 

Jiyo Aur Jine Do lifts 2nd Christmas Premier League Football Tournament

Free health check-up camp

Annual School Day

ITANAGAR, Dec 19: Sri Sri Ravishankar Vidya Mandir (SSRVM), Itanagar, an initiative of the Art of Living (AOL) to provide value-based education in a stress-free environment, celebrated its Annual School Day at the Vivekananda Hall of RK Mission Complex on December 14. The event was marked by scintillating performances by the students of the school.

Voluntary blood donation camp

ITANAGAR, Dec 19: Thirteen units of blood were collected during a voluntary blood donation camp organized at HDFC bank in collaboration with General Hospital, Pasighat in the first week of this.

Dr. N Ninu (DDHS, T&R) Pasighat and Dr. G Jonkey, blood bank officer and Dr. K Jerang, Pathologist explained in details about the importance of voluntary blood donation.

Dr. Kabang Lego Jt. DHS (T&R) Pasighat exhorted everyone to come forward and donate blood and help save lives. He also highlighted on HIV/AIDS, their routes of transmission and preventives measures.

All the staff of the bank branch, including M. Lahkar, Branch Manager, attended the programme. Certificates of appreciation were also given to the donors.

 

Budget panel recommends revised estimates

NAHARLAGUN, Dec 19: During the third sitting of the budget committee of the Arunachal Pradesh legislative assembly, which was chaired by deputy speaker Jomde Kena at Nokmey Namati Hall today, the committee after examining the budget proposal, ie, the revised estimate 2013-'14 and  budget estimate 2014-'15, recommended Rs 29.72 crore and Rs 26.83 crore (non-plan) respectively, the legislative assembly additional secretary has informed in a release.

 

DC inspects 20 KW SPV Anelih power plant

ANINI, Dec 19: Dibang Valley district Deputy Commissioner Tamune Miso along with DPO and PO APEDA inspected a project “Installation of 20 KW SPV power plant at Anelih”. The Project is being executed by PO APEDA and nearing completion. It will be commissioned shortly after the expert visit from Guwahati. The credit goes to the local people who help a lot in transportation of the equipments and machineries from the main road to Anelih Village. The Deputy Commissioner lauded the contribution of the PO APEDA and DPO, particularly the people of Anelih in making the project  successful.  The project is being executed in one of the remotest village in Dibang Valley and was without electricity supply even in this modern time. No motorable road is connected with the village and all work was done by headload. It has to pass through a stiff mountain where some people hardly have courage to cross even without carrying any load.

The idea of providing electricity to Anelih people was conceived by Minister UD, Houshing and Town Planning, Rajesh Tacho during the year 2009. It was initially planned for C/o Mini Hydel Project and the work was assigned to DHPD but unfortunately they could not carry out the project due to unavoidable reasons. During 2012  it was handed over to PO APEDA and new idea for Installation of SPV power plant was conceived by the then Deputy Commissioner, Abu Tayeng with the consultation of Minister Rajesh Tacho and PO APEDA. The present DPO plays a vital role for successful installation of the SPV power plant by helping the PO APEDA in various fields. DIPRO

 

3 houses damaged by strong wind

TAWANG, Dec 19:  A strong wind played havoc in the sleepy district of Tawang on Dec 15.  According to a report, the dwelling houses of three monks were the most affected – a house was completely flattened and two partially destructed at the 400 year old Tawang monastery.  The damaged dwelling house belongs to Lama Thupten Thapkey whereas the other two houses belong to Lama Nawang Gyetsen and Lama Tashi Dorjee.

"The wind completely blew off the roof of the house in between 9 to be 11 pm and later demolished it,”   said Lama Thupten Thapkey. The house was renovated barely a month ago.

The District Disaster management officer Tsering Ngudup surveyed the damaged houses and assured necessary assistance at the earliest.

The strong wind which caught the district off guard, swept the sleepy district on November 15 last leaving many houses roofless and bringing down trees which crushed Assam-type and plank houses. The district headquarter plunged into darkness as the  electricity wire were snapped which was finally restored after 2 days. Many more reports  of damaged houses are pouring in from various villages like Kudung, Bomba and Thongleng.

 

AAPTWA for inclusion of Arunachal Mishing into Adi tribe

ITANAGAR, Dec 19: The Arunachal Pradesh Tribal Welfare Association (AAPTWA) has demanded for immediate notification for consideration of inclusion of Arunachal Mishing into Adi tribe.

In a memorandum submitted to the chief minister, reiterating that on various occasion it had placed its demand, it also asked for cabinet consideration for granting ST status to Arunachal Deoris.

 

DDSE conducts surprise inspection to schools, habitual absentee teachers warned of action

AALO, Dec 19: In its continued inspection to schools of West Siang, the DDSE Tomi Doke along with a team of BEOs from Headquarter few days back have found that three teachers from Kamki Primary, three from Ruyi and three from Kato  Primary schools are absenting themselves regularly from duties of teaching. The complete dereliction of duties by these six teachers on the day of visit and fact gathered from informers from various sources cannot be tolerated for playing with the young minds that solely depend on them for wisdom and learning. The irregular teachers have been issued first and last warning to mend their ways as teachers and intimated about stringent action like service break in case of regular teachers and forceful termination of SSA teachers without any further notice.

Going by the inspection reports of DDSE, any sensible and right thinking people are bound to rebel against such erring teachers who have been handled the mantle teaching and learning to village students. Nothing can be worse than drawing the salary in the name of the noble job without delivering justice to the needy rural students and rot to set in. DIPRO

Specialized training on Project Management

ITANAGAR, Dec 19: The Department of Information Technology, Govt. of Arunachal Pradesh, in collaboration with National Institute of Smart Government organized a specialized training program on “Project Management for the state officials here from December 16.

Inaugurating the training, Director (IT) S De Sarkar stressed on the importance and value of Information Communication Technology (ICT) and highlighted the need and importance to learn the growing changes through such trainings for effective management of various e-governance projects implemented across the state.

The specialized training program is the second of its kind in Arunachal Pradesh organized as a part of series of training programmes under Capacity Building Scheme of National e-Governance Plan (NeGP).

Twenty one participants from various departments of the state have taken part in the program.

The training program envisages to provide must needed knowledge on various aspects of project management.

Ramesh Chepur, a certified Project Management Professional from PMI, USA from the National Institute for Smart Governance (NISG) imparted the training to the officials.

 

Mein visits flood and erosion control project site

ITANAGAR, Dec 19: PWD, Finance and Planning Minister Chowna Mein accompanied by MLA Nang Sati Mein and Lower Lekang ZPM Nirmala Sonowal inspected the Krishnapur area of Lekang circle, which was devastated by flood and erosion by Noa-Dehing river.

The minister inspected the NEC funded project to prevent and control erosion and flooding in the area. The project taken up last year is funded by NEC. He visited the project site, where the Noa-Dehing is being diverted. He asked project engineers to complete the work in schedule time and expressed his satisfaction over the progress of the work.

Fire devours 7 houses, renders 100 homeless

PASIGHAT, Dec 19: Seven houses have been burnt down to ashes by a devastating fire in Banskota area, opposite Pasighat Vijaya Bank last night leaving about 100 people homeless.

According to eyewitnesses, the fire broke out at around 2:45 am at Agam Hotel (Restaurant) and quickly engulfed the adjoining houses. There is no report of death or life-threatening injuries.

Early this morning, the Deputy Commissioner Nidhi Srivastava after taking stock of the situation directed the administrative officers and disaster management department to assess the  fire damage.

The victims reportedly claimed that properties worth  one crore has been lost in the devastating fire. The PMC Chief Councilor Denong Tamuk along with his colleague councilors immediately rushed to the spot and conducted rescue operation.

Meanwhile, Education Minister Bosiram Siram visited the spot this morning and expressed his grief and sorrow. He handed over three thousand cash to each family from the DC’s disaster management fund as immediate relief. In addition to that the minister also sanctioned some amount on the spot from his own discretionary fund and provided CGI sheets to the victim families. The minister asked the visiting SDO T. Pada and Field Officer (DDM) O. Apum to assess the extent of loss and forward it to the government for compensation as admissible and permissible.

Responding to the appeal of the Chief Councilor Tamuk who demanded more fire brigades for the fire-accident prone Pasighat, Siram assured to take up the issue with the appropriate authority on priority. At the same time the minister appealed the people to make proper installation of electrical connections/wires by trained technicians in houses and to use candle and other inflammable items carefully.   DIPRO

 

 

CM reviews law & order situation

ITANAGAR, Dec 19: Chief Minister Nabam Tuki today reviewed the security situation in view of the forthcoming festival season and New Year with the Chief Secretary, Principal Secretary (Home) and Director General of Police at his office  today.

While reviewing measures to strengthen the  law and order arrangement  it was decided  that five  sanctioned  PCR Vans  would be deployed in twin city of Itanagar and Naharlagun round the clock and will be available on call. The PCR will start functioning as soon as the vehicles are received.

The  Ministry of Home Affairs had also been requested to provide one CRPF Battalion  at the earliest for maintenance of law and order in the capital.  Till the arrangement of accommodation for the Battalion at Itanagar, it has been decided to send 2 Coys to Seppa, one Coy to Tezu and one Coy to Daporijo from this strength  after its arrival. 2 Coys would be stationed at Itanagar.

The Chief Minister directed that strict action should be taken against any extortion threats which are made by the UG groups, criminals or other miscreants. He also appealed to the public to immediately report any such calls to the Police and share any information available about such criminal activity and the criminal elements involved, according to an official release.

 

 

Meyor community leaders  receiving death threats’

HAWAI, Dec 19: Several representatives of the Meyor community who had assumed leadership role for their protest on conversion of community land into ‘forest land’ are said to be receiving death threats, arbitrary detention and harassment.

A report carried out by the Hongkong based Asian Human Rights Commission (AHRC) has alleged of violent attack, arbitrary detention, death threats to activists of Meyor Community, Arunachal Pradesh.

The findings by AHRC has revealed that members of Meyor community are being criticized for protesting the conversion of the community forest land of Walong and Kibitho area into reserved forest land as it was allegedly carried out without the free, prior and informed consent of the Meyor community.

The conversion of community land into forest land was initiated allegedly by collecting signatures from the Meyor community under the pretext of development works in the area. Conversion of this forest area was completed in 1995-1996 with a proposal of afforestation. This came to the knowledge of the community only on 14 March 2012 after it was revealed through RTI.

AHRC has made wide appeal for ensuring physical and psychological security to the members of the Meyor Community and for protection of indigenous people’s right to land and resources.

It also made appeal to UN Special Rapporteur on the Rights of Indigenous People and the UN Special Rapporteur on Protection of Human Rights Defenders for immediate intervention in this matter.

The Meyor community with about 450 members is one of the smallest indigenous groups in Arunachal Pradesh who are mostly confined to the Anjaw district. The villages of the Meyor community are within a 36 square kilometer perimeter and their livelihood is dependent on natural resources. Over a period of time they faced limited access to the land resources due to the conversion of community land into ‘forest land’.

 

 

NDFB(S) rebels eying on Assam-Arunachal border

RUKSIN, Dec 19: After the banned CPI (Maoists) rebel reportedly established their base in Arunachal Pradesh, now the Songbijit faction of National Democratic Front of Bodoland (NDFB) is making all out efforts to establish its base in the state. The militants are using the forest areas along Assam-Arunachal border as their safe hideouts.

Referring intelligence input, a highly placed Assam Police sources said that a group of armed NDFB cadres has entered into Dhemaji district of Assam bordering East Siang and West Siang district to create pro-NDFB wave in the area. The NDFB, which created much trouble in lower part of Arunachal in the recent past, is trying to establish organizational bases at Upper Assam and adjoining parts of Arunachal Pradesh with a view to forge relations with other insurgent groups to meet the outfit’s military requirements.

Sources further said that a group of young cadres of the outfits recently sneaked into Jonai Sub-division and they are allegedly found involved in extortion, looting of weapons and mobile phones from local villagers in the remote and reverine areas. The police and military has intensified operation against the militant in reverine areas while keeping a strict vigil along the state boundary areas.

It may be recalled that the security forces, in a joint operation conducted three years back, gunned down four hardcore NDFB cadres at Old-Deka village under Naricle of East Siang.

There have also been intelligence inputs that NDFB (S) is conducting massive recruitment drive in Bodo populated rural areas of the district in order to increase its military strength.

 

 

School principal dies in road accident

ITANAGAR, Dec 19: Tomar Ete, Principal of Govt. Higher Secondary School, Kimin died in a road accident at Lichi village today morning. The accident occurred while he was returning back from Koloriang at around 2 am today, informed Kimin Extra Assistant Commissioner Sibo Passing.

Ete was 56 and is survived by his wife, three sons and a daughter.

Before his mortal remains was being taken to his native village Gune Bane, Aalo West Siang district, the teaching staff, students, School Management Committee (SMC) members, HoDs of Kimin, Panchayat leaders and many relatives of Ete gathered at his official residence at Kimin and paid their last respect to the departed soul. The SMC has declared two days mourning in respect of the late Ete.

Meanwhile, Kimin ZPM Tai Tayu, on behalf of people of Kimin conveyed heartfelt condolence to the bereaved family and prayed for eternal peace of the departed soul. Expressing shock and grief over tragic demise of Ete, Kimin Anchal Chairperson cum SMC Chairperson Takio Yanu, in her condolence message to wife of late Ete said, “Ete was a very sincere and duty bound Principal. His death is an irreparable loss not only his family but also entire state.”

Yanu, on behalf of all SMC members conveyed deep sense of condolence to Marbom Ete, wife of late Ete, and prayed for eternal peace of the departed soul.

All Kimin Students’ Union (AKSU) has deeply mourned the sudden and untimely demise of Principal Ete.

“His death is a great loss not only to the students of GHSS, Kimin but also entire student community and people of the state,” said AKSU in a release.

Describing him as sincere teacher and kind hearted person, AKSU prayed to almighty rest his departed soul in peace in heavenly abode.

 

 

Performance on annul credit plan for West Siang reviewed

AALO, Dec 19: The District Consultative Committee meeting held under the chairmanship of West Siang Deputy Commissioner M K. Sahoo has reviewed the performances under the Annual Credit Plan 2013-14 for West Siang at DC’s conference hall on Dec 17 last.

Chairing the meet, the DC took serious note of non participation by many bankers, HODs and BDOs who are connected with vision of converting of socio economic development to 70% population and sought specific clarifications for skipping such important meeting. He disclosed that all administrative officers have been given direction to open bank accounts so that their honorarium is directly deposited in the bank so that they develop the habit of saving and don’t face problem in running after their honorarium. Pointing out various proposals that were taken up in the previous meeting, the DC lamented that not much headway could be achieved due to lack of communication and coordination among all line department. He said that awareness camp at different locations should be carried out from second week of January and all line departments should be tied up in advance to enhance our level of performance.

Workshop on sustainable drinking water supply & sanitation

ITANAGAR, Dec 19: A one day workshop and training on “Sustainable drinking water supply and sanitation cum training on FTK handling under Nirmal Bharat Abhiyan (NBA) for Balijan CD block was conducted by PHE & WS division, Yupia at Balijan today.

Addressing the gathering of more than 100 participants comprising members from PRIs, village water and sanitation committee (VWSC), ASHA workers, school teachers and general public, Nabam Taga, AE, PHE &WS SD Karsingsa, elaborated the aim and objectives of the workshop and the NBA and construction of Individual Household Latrines (IHHL) through power-point presentation.

Dr Taw Kaku, MO, CHC Balijan spoke on various water borne diseases and the need to maintain personal hygiene. He exhorted the gathering to ensure consumption of boiled water to minimise the risk of water borne diseases.

District consultant Liyum Basar, through a power point presentation on the topic ‘general information regarding village water and sanitation and water quality,’ explained the role of VWSC members and various types of water contamination.

Balijan EAC Mindo Loyi told the gathering to make best use of the workshop and training programmes like the one being conducted. He said that deforestation was one of the greatest threats to sustainable water supply and that the need of the hour was to conserve the natural habitation.

Later in the workshop, Laboratory Assistants Rangkap Welly and Inya Ngomdir demonstrated the use of Field Test Kits (FTKs).

 

 

Proposal for central hearing opposed

ITANAGAR, Dec 19: Some panchayat leaders of Kurung Kumey district in a letter to the state’s Chief Electoral Officer (CEO), have strongly opposed the reported proposal of Kurung Kumey DEO to conduct hearing on claims and objections to summary revisions of electoral rolls for Sarli, Damin and Parsi-Parlo circles centrally at district headquarters Koloriang.

Claiming that the DEO had written a letter to the state’s CEO regarding venue of hearings, a group of Panchayat leaders headed by Zilla Parishad chairperson Sagha Tagik, in its representation to CEO said that an error-free electoral roll is important pre-requisite for free and fair election in the region. Malpractice during the election time, bogus voting, and impersonation are due to defective electoral roll.  Therefore, the representation opined that the process of electoral roll revision should be made easy and convenience to the general public of the respective circle.

Strongly urging the CEO not to entertain any proposal for change of venues, the representation said “due to backwardness, geographical hilly terrain,  non-connection of motorable roads to rural areas, it would be very difficult for the people from the far-flung areas to reach the district HQ for hearing and many would fail to do so which would ultimately snowball into a major problem.”

Meanwhile, in another complaint letter addressed to the State’ CEO, the Panchayat leaders headed by  ZPC Sangha Tagik demanded replacement of Koloriang ERO and CO for smooth conduct of hearing on electoral process.  Alleging malpractices, unfair means and preparation of defective electoral rolls, the Panchayat leaders in their complaint further said that “they (present ERO and CO) are giving wrong information and misguiding the higher authorities about the ongoing process of electoral roll revision of Koloriang segment.”

 

 

Hand washing stressed to avoid diseases

ITANAGAR, Dec 19: A day-long workshop on “management of rural drinking water supply and Nirmal Bharat Abhiyan (NBA)--role of Panchayati Raj Institutions” for Roing CD block was organized by the District Water and Sanitation Committee under PHE & WS Department, Roing Division at Roing yesterday.

In his keynote address, Subat Pertin, EE, PHE &WS Division, Roing, said that 4Fs--fingers, flies, field and fluids (Water)—are the main mediums through which water and sanitary related diseases are transmitted. He encouraged all to wash their hands after defecation, before eating, preparation of food and serving it to the family members. He also stressed on safe storage of food and drinking water.

Mure Linggi, AE Roing dwelt on the role of PRIs pertaining to operational manual of Village and Sanitation Committee (VWSC) issued by the Government of Arunachal Pradesh.

Anon Wangsu, District Consultant (San) also spoke on role of women and NGO in management of drinking water supply and sustaining rural sanitation.

Taking part in workshop, Roing Anchal Chairperson Raja Linggi assured that every possible effort would be put forwarded for improvement and management of rural drinking water and sanitation to achieve the objective of the two flagship programmes.

Lower Dibang Valley Zila Chairperson Sipi Linggi said that water is life and sanitation should be adopted as way of our life.

Earlier, she released a booklet titled “Wash” published by the PHE &WS Division, Roing. The booklet contains brief note on NRDWP and NBA and their achievement in Lower Dibang Valley District, linkages between water, sanitation and health.

The book mainly focuses on IEC activities of these two flagship programmes.

Sangeeta Yirang, EAC, appealed to all to properly maintain all the assets created in a form of drinking water supply systems under NRDWP, IHHL or school toilet under NBA. All the 10 GPs under Roing Panchayat would be sanitized by 2014, Yirang, also Member Secretary of Roing panchayat block, said.

Roing CD Block comprises 4 panchayat blocks, namely Roing, Meka, Iduli and Koronu Panchats.

The workshop was attended by Miti libang, ZPM Meka block, S. Miuli, ZPM Iduli block, R. Linggi, ASC Roing, R Mickhrow, ASC Iduli and M. Linggi, ASC, Koronu block.

More than 200 PRI leaders, VWSC members, teachers and participants from other departments attended the workshop.

In the second part of the day, training on handling of FTK and T & P items of drinking water supply, planning, monitoring and management was imparted to PRI leaders and grassroots level workers of Roing panchayat block by PP Singh, JE and Projonto Perme, Laboratory Assistant.

The training was headed by O.Yirang ASW, Roing Division. Later, sets of FTKs were distributed to VWSC of every panchayat.

 

 

AOL leads thousands to pledge for girl child

ITANAGAR, Dec 19: As part of a joint campaign between the Art of Living and UNICEF, thousands of students across Arunachal Pradesh have been sensitized on the issue of the protection of the girl child. As part of the campaign, a pledge to protect the girl child against discrimination and abuse is administered. The campaign is focused on eliminating discrimination relating to five areas – abuse, child marriage, education, foeticide and nutrition.

As part of the campaign, 500 students and parents of Sri Sri Vidya Mandir Pasighat took the pledge on December 18. The programme was led by principal of the school Shyamu Aryal and Art of Living faculty Laishram Dixon.

Swami Alexander from The Netherlands, who is a faculty of the Art of Living also addressed the gathering. He emphasized the need of rekindling and strengthening human values and a sense of harmony in diversity in today’s rapidly changing society in Arunachal Pradesh.

“Even in today’s world we see that, especially in certain parts of the country, the ratio of boys and girls is not equal. Even women often hope for a male child. This is still the case, even though we have seen time and again that women are equally capable of taking up various responsibilities. We see girls topping exams and coming first in other fields as well, and even our current Deputy Commissioner of East Siang district is a lady,” Ponung Ering Angu said Deputy director ICDS Ponung Ering Angu said.

The Art of Living has so far conducted similar pledges in Itanagar, Aalo, Basar, Khonsa, etc. In Itanagar over 3500 students of VKV Chimpu, VKV Vivek Vihar, Vivekananda Central School, Govt Higher Secondary School, Ganga, Arunadaya and Govt Middle School Niti Vihar have taken the pledge so far.

The campaign will continue till the end of the year.

Explaining the rationale behind the campaign, Mitra of the Art of Living says, “The power of a pledge can never be underestimated. Nations have transformed and revolutions have happened and often, it all began with a pledge. When millions of pledges convert into a lifetime of actions and attitudes, the life of girl children all over India will begin to change. Forever.”

 

 

DC gives emphasis on socio-religious tourism

PASIGHAT, Dec 19: Besides eco tourism, socio-religious tourism has huge potential in Arunachal Pradesh. They should be properly explored and after identification they should be promoted, said the East Siang Deputy Commissioner Nidhi Srivastava today while sharing her views to the officers of administration and tourism, GREF, CRPF, Forest and ZPC.

Citing the ever growing popularity of the annual Dangoria Baba Puja which is celebrated on the last Sunday of December every year the DC said people  are  visiting the place not only for offering prayer at the Mandir (Temple); they come to enjoy the scenic beauty of the area also. The Mandir is located near the bank of the river Siang where the Raneghat bridge over Siang is constructed. People from outside the state throng the area throughout the year for its severe and divine beauty, especially during the picnic season. The DC wanted more improvements in traffic and parking places. Facilities for more comforts and security will encourage more flow of tourists. She also wanted to explore the possibility of setting up trade-fair in the area.

Pushpendra Kumar, SP and OC CRPF assured to provide full security while the OC BRTF said that he will lend helps in developing the surroundings.

ZPC Kaling Dai while taking part in the consultative meeting in the Mandir campus opined that since Raneghat is the gateway to other district like West Siang, Upper Siang, Dibang Valley etc, there is a great potentials in developing the area into a religious and tourism spot. General conference cum foundation day

ITANAGAR, Dec 19: Gichik Abu Welfare Society (GAWS) conducted its 7th General Conference cum 21st Foundation Day at Kopin village under Tali circle of kurung Kumey from December 14 to 17.

In his speech, Kurung Kumey ZPC cum Arunachal Pradesh Panchayat Raj Coordination Committee (APPRCC) general secretary Sangha TagikSangha Tagik appreciated the role played by GAWS for promotion of social harmony, rural economy, culture, education and games & sports etc. He suggested the panchayat leaders to lead the villagers in the right direction for all-round development and discourage corruption.

He suggested to villagers to work hard and take up agriculture, horticulture, sericulture and pisciculture etc. as source of livelihood.

Responding to the four points memorandum submitted by the society, Tagik assured to look into the matter.

Earlier, Tagik released a Nyishi modern and folk songs audio audio CD titled Nerba Sangtam sponsored by Gichik Tami and Produced by Gichik Taaza.

Pipsorang ZPM Ha Tagung requested the ZPC for early initiation of the four points demands submitted in the form of memorandum by the society for overall development of Tali constituency.

GAWS General Secretary Gichik Taaza also spoke on the occasion.

Earlier, GAWS president Gichik Talop submitted the four-point memorandum to the ZPC for sanctioning of school buildings, hanging block bridge, porter track and community building.

The society felicitated all the topper students of the year and achievers of the society at state level in the field of education, games & sports and cultural events.

Various cultural, games and sports events were conducted during the three days function.

Criminals should be strongly dealt with

Dear Editor,

Through your esteemed daily I on behalf of the student community would like to share my view about the increasing number of crimes in our state Arunachal Pradesh.

We all know that once our state was known as one of the most peace loving and calm states of the north-east and the country as a whole. But now it won't be shocking for anyone to know that the once peaceful state is turning into a crime hub. I don't blame entirely to the people of state and don't want to interfere into any individual's affair. Now question goes directly or indirectly to the state Government, who is still acting blind and deaf for the crimes happening across the state. Large numbers of criminals are roaming freely in the state with freedom and liberty without any fear of the law or regret for the crime they have committed. But instead they are still making new plans for committing new and different crimes.

Also there have been numerous demands, prayers and threats from different organizations and unions for appointing new and independent HOME MINISTER, but our Chief Minister still feels that it is unnecessary and is sleeping without any worry as they are guarded by 100-200 guards 24/7. But fact is, he is busy touring different districts and the country, attending different cultural functions and announcing funds everywhere (but we know that GoAP is more than 2490 Crore deficit.). Anyone can guess how this man can take care of security system of the state when he himself doesn't get time to sit properly at his bungalow. Then what about the normal citizens?

We can take as examples, the recent incident of physical assault on Dr. Aruna Gyati Lod, Assistant Professor, Department of Political Science, Dera Natung Govt College Itanagar by a student of her own college and the shameful rape case of Yachuli. Condemnations have come from all sections of life but question is, "will these same people help authorities or the victim to get justice when they are asked for?" Today the culprit has again challenged the government for their miserable inability to maintain law and order. My example was just to show that the criminals are doing crimes day by day openly and are roaming freely without getting punished. This has turned our crime free state to crime hub. Lastly here is my question, who is responsible for this increase of crimes in our state? Is it we denizens or the state government?

So, I would like to request our state government to please implement proper law and order in the state so that we can eat, walk and sleep peacefully. Immediately arrest the culprits and give exemplary punishment. Our state will be known as crime Pradesh in next five years not with the name of Arunachal Pradesh. Save Arunachal Pradesh for the betterment of people of our state not for mushrooming criminals.

What is the role of govt. officers?

Dear Editor,

Through your esteemed column, I would like to share some concern about the condition of all the administrators and head of the department. The officers who have been vested with great authority and power for the betterment and development of the society as a particular and state as a whole are being reduced to puppet at the hand of the politicians. Officers are paralyzed and their hands are tied tightly by the so called politicians. They are bound to keep their mouth shut as there is popular saying by the politicians "Juban Ko Lagam do" to the bureaucrats. This is a great worry for the societies because it may devour the development of society and state as a whole.

The question which arises here is that, are the position and power of officers vested by law so weak, that they cannot execute or deliver their duties and responsibilities without the influence of politicians on them. What is the term and conditions put forth by the politicians to the officers that they are forced to become puppets inspite of such dignified position in the society. Or are they being threatened by the politicians of handing transfer order to the remotest areas? Last but not the least questions to the bureaucrats of state is that are you really complacent with your powers and positions which is being influenced by the politicians?

I went through this condition of bureaucrats after meeting many HODs for discussing about the developmental work. I was taken aback after knowing that the officers even breathe according to the instructions and wishes of the politicians.

They have no choice of their own. They cannot use their powers legally vested by the law. Every step is taken according to the Minister, 'bas ek ishara kar do aur banda hazir'. This is a sign of tarnishing image of the officers. The dignity or worthiness of the officers with regard to powers and position are being sold to the politicians. Officers are being looked down by the politician's. This is a moral retardation for the officers.

If this is the condition, why to vest power and authority to the officers which are made functionless by the politicians. Why to recruit the most eligible candidate among so many competitors to the power, let the politicians who have not done even the matriculation manage the bureaucracy.

This is kind appeal to all the bureaucrats of our state let your good conscience rule over the society without the bad influence of the politicians and avail your powers and positions vested to you by the law for the betterment and development of the society.

Another row over syllabus

Dear Editor,

Through your esteemed daily I would like to highlight regarding recently advertised post of Research Officer. As being one of the aspirants, it is very disheartening and unfortunate for us to see the given syllabus of Economic subject. Because, rather than preparing a standardized syllabus for the said post as like other competitive exam they took the easiest step for conducting this exam by providing us the completely copy paste syllabus of M.A Economics of Rajiv Gandhi University.

The authorities has not even bother to check whether the given syllabus is authentic or not, whereas some topic/paper included in the given syllabus( i.e. from page no. 17 to 21) has not been taught by economic department of our university till today. Moreover, there is no instruction or terms and condition given in the syllabus but it is simply written paper-I and paper-II.

In this regard, I would like to request the concern authorities of APPSC and Planning department to please re-prepare a standardized syllabus so that nobody can raise a voice again.

Finally Lokpal is here

After eight unsuccessful attempts over the last five decades, India on Wednesday took the historic step of enacting the Lokpal law by which an anti-corruption watchdog would be established that will have in its purview even the office of the Prime Minister. In the Lokh Sabha, the Lokpal and Lokayukta Bill, 2013, were passed by voice vote amid din created by members from Seemandhra region who were protesting against division of Andhra Pradesh to create Telangana state. The bill was already passed by the Lok Sabha in December 2011 but it came to the house again as it underwent amendments before being approved by the Rajya Sabha on Tuesday.

The passing of bill is the culmination of massive anti-corruption movement across the country demanding for immediate implementation of Lokpal. One cannot deny the contribution of Gandhian Anna Hazare and his erstwhile protégé Arvdind Kejriwal, the leader of Aam Aadmi Party. Formerly known as team Anna, Hazare and Kejriwal along with likes of Kiran Bedi, Prashant Bushant launched crusade across country in support of Lokpal. The new bill mandates states to set up Lokayuktas within 365 days. States have freedom to determine the nature and type of Lokayukta. Now it will be interesting to see whether our state government implements Lokayukta in state at the earliest possible date.
